Lets put a trunk on the vehicles! After a major battle when there's tons of equipment on the ground, you have to bring your "mules" to make multiple helicopter trips to grab all the stuff and carry it to wherever it is you use as a base of operations. Costly and time consuming, and is the most annoying bit of micromanagment in JA2.
The car inventory can work just like that of a merc, except it will have only large slots, say 20 (there are the four large slots every merc has, and I think you can add another four slots horizontaly). It will requier a new artwork but that can easyly be done with a simple image editor. That way you can use the Hummer or Ice Cream truck to store extra equipment when going on the road or to lug stuff back to base after battles. Ofcorse you can't use the car to pick up items, you need mercs for that. The car is just an inventory.

I'd like to see some. It is not unbalanced, if your levels are made accordingly.
Fallout:Tactics wouldn't let you use your vehicles inside the usual missions (they just dissapeared on entering), but I re-made the whole campaign using vehicles, and it *is* fun; Just give the enemy lots of AT stuff, and the player will have to scout on foot so he won't lose this precious tank(s) (and everyone inside) on some unfortunate ambush. Moreso for lightly (or un-) armored vehicles. You would think twice before sending it to battle if the enemy has heavy weapons (be it a LMG).
Tanks aren't as unbalanced as you might think. If the enemy is spread out, they are not much more efficient than a sniper, but since tank ammo tends to be scarce (and you have to save it for those enemy tanks!), your tank is just a fairly armored APC.
The shooting-from-helicopter idea is nice, but IMHO to difficult to implement. So let's just say that a civilian helicopter is far too easily shot down (even by a shotgun), and you wouldn't risk it in actual combat, since it's a choice target for enemy fire.

If I were a helicopter pilot, I wouldn't do it for 1000 dollars. Those birds are *very* fragile, and, as I said, a target of choice, just hanging there in the open sky, making enough noise to wake the dead.
Just look what the army does when heliporting troops: Gunships covering the sector, all transport helicopters flying low altitude guarding the immediate surroundings, one heli lands/drops his load, then he's back on guard while another does the same, and so on. And they're not comfortable doing so, even in their (slightly) armored helicopters.
A single civilian helicopter would never accept to do this, especially since any enemy with a shotgun hidden inside some house would be enough to bring it down.
