1) counter attacks on all cities happen on every difficulty, unless you change the settings in Strategic events section, mainly TRIGGER_MASSIVE_ENEMY_COUNTERATTACK_AT_DRASSEN and AGGRESSIVE_STRATEGIC_AI (this second one needs to be put to 0 if you don't want counter attacks in every city). Counter will be a bit more manageable on experienced (about 60 enemies instead of 80).
2) yeah, 7x scope is kinda more than useless if you're using night ops. Vanilla 1.13 doesn't really have much weapon mods that help with fighting at night, something like AIMNAS, AFS or SDO mods have some night vision scopes if you want to try that kind of thing. Also really important are the merc skills, all weapons nowadays start with kind of a malus unless you have the specialization in them, so auto weapons mercs should use, well, auto weapons and so on... mercs without weapon skills can of course still be good shooters if their basic stats are decent enough (marksmanship, dexterity and wisdom mainly), but skills do help.
3) both day and night fighting is viable, but of course requires a bit of adjusting. Generally, unless you are trained/equippped for night ops, it is kinda dangerous because if things go wrong, they usually go fatally wrong due to low ranges, it is easy to get overwhelmed. You don't need to worry about ranges on weapons, so fast weapons like SMGs or carbine ARs are probably the best (or even pistols and shotguns). Big slow battle rifles and snipers, not so much. At day, you can (ab)use range and scopes to keep safer and therefore recover/relocate easier if things do go wrong.
4) well, those 7.51 battle rifles were mostly phased out in reallity by modern smaller calibar rifles too, so there is probably a reason for that. In OCTH, range was the most important weapon stat and therefore G3 and friends were very good. In NCTH, range is not so important any more, and that makes for a much more versatile arsenal. You don't just pick a biggest, longest range weapon because it is best, nowadays every class of weapons has its roles and uses. You need to either adjust your weaponry to what you're trying to do or vice versa, adjust your plans to equipment you have. If you have 7x scope equipped battle rifles, stay the fuck away, set up shooting alleys where enemies need to pass certain bottlenecks, scout with binoculars, and have a sidearm ready if things go close range. Armed with sticks and stones and maybe an occasional SMG? stick to night or urban figthing. And so on. Experiment and have fun
