I noticed that Salinas seems to have an abandoned mine. Is there really any reason to take the town over aside from more game time?

Salinas is important strategically. 8 sectors full of elite militia to cut down on enemy patrols that roam the northern sectors. You will lose some but you can always replenish them. You can keep a team nearby, as in the NW SAM site. They can jump to the 3 nearby towns to keep on training militia and protect the SAM site as well. That's me though, everyone has likes and dislikes in their gameplay.

I almost liberated the town, but somehow i'm only 2 sectors away from doing so, yet my approval rate is 17%. Liberating one more sector wouldn't be enough to bump it to 20% which is needed to train militia's. If I liberate both the game will throw a massive counter attack at me, that would require a trained militia to do so. Any advice?

Get some mercs with the Snitch trait and get them to spread town propaganda. Also avoid damaging property when you can during firefights and avoid having mercs do stupid things in the town like stealing items or have Psychos running amok. Mercs like Razor and Reuban will generally scare townsfolk simply with their presence.
